Guilherme Dray
Guilherme is a partner at MACEDO VITORINO since 2018 where he heads the employment group. Guilherme has over 20 years of experience in the public and private sectors.
Guilherme has a strong academic background. Among other things Guilherme is a Professor at the Faculty of Law of the Lisbon University, where he lectures since 1993, and was a Visiting Professor at Georgetown University, Washington D.C., United States of America, in 2017.
He has performed academic functions, advisory to government members and consulting and management in private companies and contributed to the Administrative Modernization areas in Portugal and in other Lusophone countries such as Brazil, Angola and East Timor.
He has worked as Chief of Cabinet of the Minister of Infrastructures, Transports and Communications from 2005-2009, where he handled several projects, including highways, railways, airports and telecommunications, and worked on the launch of several tenders for the building of highways and the implementation of broadband networks in Portugal. Guilherme was also Chief of Staff of the Portuguese Prime Minister (2009-2011), participating in several bilateral and international meetings within the European Union and worldwide, including the United States of America, China, Brazil, United Emirates Arab, Qatar, northern African countries and Angola and Mozambique.
Guilherme works regularly with the Portuguese Government in mediation roles in labour disputes and collective bargaining as well as in the drafting of new regulations. He recently collaborated in the preparation of the Portuguese Government’s Covid-19 relief measures as well as in the drafting of the Green Book on the Future of Work.
Guilherme is a Lawyer and Member of the Portuguese Bar Association (registration number 12455L).
